Online gambling in Sweden is monitored, regulated, supervised and licensed by the Swedish Gambling Authority (Spelinspektionen). They ensure that all casinos, bingo halls, gaming machines and lotteries abide by the current legislation. Casinos in Sweden

Sweden had only 4 land based casinos, which opened between 2001 and 2003 in Sundsvall, Malmӧ, Gӧteborg and Stockholm. They were all named Casino Cosmopol, owned by Svenska Spel and regulated by the Swedish Gambling Authority (called Lotteriinspektionen until 2018) under the Casino Act 1999 and, from 2019, the Gambling Act. Players had to be over 20 years of age to gain entry to these casinos. Falling visitor numbers led Svenska Spel to close Sundsvall in 2020 and Göteborg and Malmö in February 2024. The last venue, in Stockholm, closed permanently on 25 April 2025. From 1 January 2026 casino gaming was removed from the state gaming licence, so no operator can now be licensed to run a casino in dedicated premises. Swedes can still play roulette, card and dice games in restaurant casinos (restaurangkasinon) at restaurants with an alcohol licence. Spelinspektionen's register lists more than 400 approved venues (September 2026). They can also play Svenska Spel's Vegas video lottery machines in selected restaurants and bingo halls.

Gambling Laws in Sweden

All forms of gambling are legal, licensed and monitored by the Swedish Gambling Authority. The laws that used to govern Gambling were the Gaming Machines Act of 1982, the Casino Act of 1999 and the Lotteries Act of 1994 (which was amended in 2002). On 1 January 2019 they were replaced by the Gambling Act (Spellag 2018:1138), which also regulates online gambling. The Swedish Gambling Authority are responsible for issuing licenses, regulating, monitoring and auditing casinos, lotteries, gaming machines and bingo halls throughout Sweden. The European Union (EU) and the European Commission closely monitored the situation in Sweden as they did not approve of the State Monopoly on the casinos, sports betting and lotteries which were run by AB Svenska Spel. The 2019 reform ended that monopoly: online casino and betting are now open to licensed private operators, while lotteries and the Vegas machines remain reserved for the state and for charitable organisations. Since 1 July 2024 licensed operators pay 22% gambling tax on their gross gaming revenue (18% before). In 2025 the licensed market's net turnover was SEK 28.2 billion. Spelinspektionen estimated that 84% of gambling on the competitive market took place with licensed operators that year.
