Gambling Games in Slovenia

Gambling Legislation

Gambling in Slovenia is governed by the Law on Gambling (Zakon o igrah na srečo, ZIS) adopted in 1995 and amended several times since (including in 2001, 2003 and 2010). The Slovenian legislation has several types of gambling entertainment: games where participants play against each other (poker, baccarat, etc.), card games where the player is opposed to the casino, dice games (craps, tai sai, etc.), table games, lotteries (including bingo, keno, etc.), slot machines and betting on sports and racing. All people who have reached the age of 18 years and who are not on "closed" lists are allowed to play. A casino has the right to refuse entrance to a player. This is possible if a person was noticed in violation of rules of behaviour and foul game. To work in a casino, an applicant must obtain a special permit. It is issued by a special commission. To obtain it, the applicant must confirm that he has the necessary qualification level and no criminal record. The Financial Administration of the Republic of Slovenia (Finančna uprava Republike Slovenije, FURS), through its Special Financial Office, is responsible for monitoring compliance with gambling legislation. Every gaming device must have a FURS permit for use. When FURS finds games organised without a concession, it prohibits them, and a court may order internet providers to block the websites concerned. Gambling Licenses

The issuance of licenses to organise gambling in Slovenia is handled by the Ministry of Finance (Ministrstvo za finance) and the Government of the Republic of Slovenia (Vlada Republike Slovenije), which decides on granting and extending concessions. This activity is allowed for a company ready to conclude a concession agreement with the authorities. Lotteries and sports betting (classic games) may be organised permanently by no more than two concessionaires: Loterija Slovenije and Športna loterija. To obtain a license, it is necessary to file an application containing such information:

  • Business plan for a period of at least 3 years

  • Detailed information about the owners of the company
  • Planned internal control rules

When making a decision, the following factors are taken into account: influence on the tourist attractiveness of the region, the current number of objects of the gambling industry and individual circumstances. Before issuing a permit, the authorities necessarily obtain the consent of neighbouring local communities. According to the law of Slovenia, the maximum number of simultaneously valid casino licenses is 15 and for gaming halls it is 45. The applicant must also prove the required share capital. According to the Ministry of Finance registers for 2026, 9 casinos hold concessions: 6 run by HIT (among them Perla and Park in Nova Gorica and Korona in Kranjska Gora) and 3 run by Casino Portorož (Portorož, Lipica and MONS in Ljubljana), alongside 23 gaming halls, many of them operated by Admiral. In September 2026 the government withdrew the concession of the new Grand Casino Emona gaming hall in central Ljubljana, which had been closed for several months, and in 2026 Casino Lent (KD Group) prepared to open a gaming hall in Maribor.

Online casinos in Slovenia

Under Slovenian legislation, online gambling is not a separate type of game but a special way of organising games that existing concessionaires may use. According to the adopted regulations, online casinos that have the appropriate license can operate in the territory of the Republic of Slovenia. Online casino games may be offered only by holders of a casino concession: in 2026 the register of online casino concessionaires listed three sites, SuperCasino.si, 777Casino.si and Casino.si, all run by Casino Portorož. Operators must warn players about the risks, especially addiction, and tell them where they can get help. In addition, Slovenia allows you to independently restrict access to gambling. The player has the right to write an appropriate application after which land-based and online casinos can no longer provide services to him. Such self-exclusion lasts from six months to three years and applies throughout Slovenia. Before the operator receives a license, he must provide a package of technical documentation that confirms compliance with existing requirements.

Development of the Gambling Market in Slovenia

Gambling business in Slovenia is well established, and the state remains closely involved: in August 2026 the government appointed new supervisory boards at HIT, Casino Portorož and Loterija Slovenije. At the same time, some venues have closed, and in 2026 HIT decided to sell the building of its former Aurora casino after years of losses. Slovenia is among the states where gambling is reasonably regulated.
