Online Casinos in Slovakia

Gambling in Slovakia is allowed and organised at a sufficiently senior level. Almost all forms of gambling have been legalised in the country since 1992. Since 2019, all land-based and online casinos have been controlled by the Gambling Regulatory Authority (Úrad pre reguláciu hazardných hier, ÚRHH), which took over this role from the Ministry of Finance (Ministerstvo financií Slovenskej republiky), maintains a list of all gambling operators and issues licenses. Operators pay levies to the state budget calculated mainly from their gross gaming revenue, in addition to corporate income tax. The legal framework for regulation and control of gambling business is set out in the Act on Gambling Games (№30/2019), which replaced the Law on gambling (№171/2005) on 1 March 2019. Land-based casino licence holders include Banco Casino Slovakia, Olympic Casino Slovakia, Rebuy Stars Casino Slovakia and CBG MR, among others. Also, lotteries and bookmakers work on the territory of the state. Slot machines used to be found almost everywhere: in pubs, cafes, bars and shops; under the 2019 act they may only be operated in licensed gaming halls and casinos. The monopolization of gambling in Slovakia is out of the question. As for online gambling, it has been fully legal and licensed since 2019. Gambling websites are also under the control of the ÚRHH. Gambling legislation and its development is discussed below.

Gambling Games in Slovakia

There are a number of games which are played more than other. Gambling Legislation

Gambling business in Slovakia was regulated by the Law on gambling (№171/2005) until 28 February 2019; since 1 March 2019 it has been governed by the Act No. 30/2019 on Gambling Games. According to the former law, the following types of gambling were allowed in the country: Lotteries, Casino games, Betting, Slot machines, video terminals for lotteries, online gambling games, casino card games and charity lotteries. The main objective of the current legislation is to establish clear rules and regulations that describe the rights and obligations of gambling operators and players. The Law on gambling (№171 / 2005) regulates: Conditions for gambling, their promotion and establishes rights and duties of operators and players, Conditions for the use of technical equipment intended for gambling, Certain conditions of the National Lottery Company, Competence of public authorities and municipalities and State supervision of the organization and conduct of gambling, as well as its promotion. According to the legislation of Slovakia, only those who have reached the age of eighteen have the right to participate in gambling. Operators, in turn, are obliged to take all necessary measures to comply with the age qualification (for example, to request identity documents). The former law also established the maximum amount of the deposit on slot machines - 1,000 Slovak korunas (about 33 EUR).

The Act No. 30/2019, adopted after Parliament overrode a veto by President Andrej Kiska in January 2019, keeps the age limit of 18 and allows all main types of gambling - lotteries, betting, casino games, slot machines, video game terminals and internet games. Its most important changes are the opening of the online market to licensed private operators (including companies from other EU member states), the creation of an independent regulator, a Register of Excluded Persons, self-limits that players can set, stricter rules on where gaming halls may be located, and the right of municipalities to ban gaming halls and casinos on their territory. The state lottery company TIPOS kept its monopoly only on number lotteries, special bingo and the receipt lottery.

Since January 2017, there have been changes to the Law on Gambling signed by the President of the country Andrej Kiska. According to the new legislation, there will be registers of people with diagnosed gambling addiction, as well as persons who receive social assistance from the state. The purpose of registers is to prevent such citizens from playing in casinos and other gambling institutions. Another important change has made it possible to ban gambling in certain cities and villages if 30% of the population voted for it (for cities, the threshold is reduced to 15%). Also, the updated legislation expanded the powers of financial regulators of the gambling industry and involved custom authorities to the supervision.

Main milestones since then:

  • 1 March 2019 - Act No. 30/2019 on Gambling Games entered into force and the Gambling Regulatory Authority (ÚRHH) was established; state administration of gambling was transferred to it on 1 June 2019.
  • 15 January 2020 - the first licences for internet casinos were issued to private operators (Niké, Tipsport and Fortuna).
  • 1 January 2021 - the internet casino of the state company TIPOS began operating under a licence issued under the new act.
  • 2025 - for the first time, internet casinos generated more gross gaming revenue than land-based gaming halls and casinos combined.
  • January 2026 - the ÚRHH also became the main consumer protection authority for the gambling sector.

Regulators of the gambling industry

Since 2019, the regulator which is responsible for controlling, licensing and collecting levies from gambling business is the Gambling Regulatory Authority (ÚRHH), based in Bratislava. It also runs the Register of Excluded Persons and publishes the list of legal gambling websites. The Ministry of Finance prepares gambling legislation and has the authority to propose changes in legislation and new gambling laws. Before 2019, the regulatory authorities in the field of gambling also included: The Financial Directorate of the Slovak Republic (Finančné Riaditeľstvo slovenskej Republiky) operates as the information system operator in the field of gambling services and also maintains a centralised register of operators and casinos and transfers these data to the Ministry within three days after receiving the Ministry's request, Tax inspection - administers the fees paid to the state budget and also resolves matters about payment of financial guarantees for applicants and operators. Also, tax inspection has the right to impose fines under the current gambling law and Customs authorities - oversee compliance with the provisions of the Law on gambling and other generally accepted legal rules and conditions for conducting transactions related to gambling.

Gambling Licenses

Slovakia has two types of licenses: general and individual. Individual includes licenses for such activities as: lottery, casino games, betting, online games in casinos, slot machines, video game terminals, state lottery and charity lottery. Licenses are issued by the ÚRHH. Under the former law they could only be issued to a legal entity registered in the territory of the state; since 2019 companies based in other EU member states may also apply through a representative in Slovakia. To obtain a license, it is necessary to file an application. Under the former law, the registered capital of the applicant must not be less than:

  • 331,900 EUR - for cash and instant lotteries
  • 66,300 EUR - for bingo
  • 66,300 EUR - for slot machines
  • 331,900 EUR - for betting
  • 331,900 EUR - for gambling games which are managed using technical equipment working directly with telecommunications equipment and for the operation of video lottery terminals
  • 1,659,600 EUR - for casino gambling

Under Act No. 30/2019, the required registered capital ranges from EUR 70,000 to EUR 1,700,000 depending on the type of licence, and applicants must also deposit a financial guarantee (for example, at least EUR 1,250,000 for an internet casino combined with online betting).

The application for a license must contain:

  • Name of the enterprise and its legal address
  • Identification number if it has been already assigned to the applicant
  • Amount of the authorised capital
  • List of partners or shareholders, possibly recipients, which should include all data on shareholders and partners of the company
  • Information on voting rights of a shareholder or partner who holds more than 10% of the voting rights in another company including companies located outside the territory of the Slovak Republic
  • Names, last names and birthdates of members of the Board of Directors, Review Board, executive bodies, as well as the individual who will be responsible for conducting the operation
  • Territorial scope and location of the operation
  • Description of the technological equipment used during the operation of video lottery and telecommunications equipment for gambling
  • Description of other equipment and systems
  • The estimated date of the beginning of the game and its duration

Also, the applicant must prove the legal origin of the share capital and financial resources representing financial guarantees. The applicant must attach the following documents to the application for granting an individual license:

  • A trade register statement (not older than three months from the date of application)
  • A statute
  • Project of the applicant's organisational structure
  • Business project and financial plan for conducting the operation
  • A written statement from partners or shareholders that their property is not declared bankrupt
  • Documents confirming the integrity of the applicant and individuals responsible for the operation of gambling
  • The game plan (in such a form that after its approval it can be implemented)
  • Applicant's declaration to take measures to prevent from gambling people under the age of 18
  • Document on payment of administrative fee in accordance with special regulations
  • Confirmation of the tax authority on paying the full amount of the financial guarantee
  • Documents on technical assessment of equipment and systems
  • Confirmation of the tax authority that the applicant has no tax arrears

Validity of individual licenses under the former law:

  • Two years - for instant lotteries
  • Five years - for betting
  • Five years - for bingo
  • One calendar year - for slot machines
  • Two years - for gambling games which are controlled using technical equipment and for the operation of video lottery terminals
  • Five years - for state lottery
  • Two years - for games in casinos
  • Five years - for charity lottery

Under Act No. 30/2019, licences are granted for two to ten years depending on the type. In the current register, licences for internet casinos and for betting are issued for ten years, licences for land-based casinos for five years.

Online gambling in Slovakia

Online gambling in Slovakia is legal. However, it operates under the control of the authorised state body - the Gambling Regulatory Authority (ÚRHH). To run a website that provides online gambling, the subject must obtain the appropriate license. Until 2019, TIPOS Casino was the only legal online casino; since January 2020 private operators have been licensed as well. As of September 2026, the ÚRHH licence register lists 21 companies with a licence for an internet casino, including Niké, Tipsport, Fortuna, TIPOS, DOXXbet, SYNOT TIP, Olympic Casino, Eurogold, SLOV-MATIC, GameWorld and Allwyn Slovensko. Judging by site traffic, the most visited licensed brands are Niké, Tipsport, TIPOS (eTIPOS), DOXXbet and Synottip, which combine sports betting with online casino games. The ÚRHH publishes a list of legal gambling websites. As for foreign online casinos without a Slovak licence, they are illegal: the ÚRHH obtains court orders under which internet providers must block such websites, and payment services can be blocked as well. This does not completely prevent Slovak players from visiting unlicensed foreign operators' websites, but such sites offer no protection under Slovak law. Online casino growth is fast: according to the ÚRHH, internet casinos generated gross gaming revenue of 568.6 million EUR in 2025, 36.6% of the whole market. Licensed websites accept bets in euro.

Development of the Gambling Market in Slovakia

Slovakia is featured by a fairly liberal and at the same time effective policy in relation to gambling games. Since many residents are interested in them, the authorities decided not to ban them but to develop them. According to their forecasts, this should prevent the emergence of illegal gambling institutions. Therefore, the government legalised everything, even the smallest gambling clubs in the country, which had previously been illegal. So, this branch began to bring quite good incomes in the state budget through levies. According to the ÚRHH, in 2025 Slovaks placed bets worth 26.77 billion EUR, the market's gross gaming revenue reached 1.55 billion EUR (7.2% more than in 2024) and levies to the state budget amounted to 369.9 million EUR. In 2016, more than 130,000 residents of Bratislava signed a petition against gambling in the capital. However, a nationwide ban was never introduced; instead, the 2019 act allows municipalities to ban gaming halls and casinos on their territory, and many towns and villages have done so. At the moment, the authorities are more focused on fighting unlicensed online casinos and problem gambling.
