The draft also introduces a central self-exclusion register for casinos, slot machines and online gambling, lower deposit limits for players aged 18 to 26, a compulsory break after 90 minutes of play and a maximum stake of 5 EUR per game. The number of casino locations in the law is to be reduced from 15 to 13, and there will still be only one lottery licence. According to Branchenradar, online gambling generated about 551 million EUR of gross gaming revenue in 2025, including more than 40 unlicensed providers; the government estimated that around 60% of online gambling took place outside the regulated market.
